North Korea has re-opened communication inside the demilitarized zone with South Korea for the first time in almost two years. This took place before talks between the two governments scheduled for Tuesday. On Monday, North Korea's leader Kim Jong-un made a rare, conciliatory offer of talks during his New Year's address.
